Warrington Resident Remembered for Time with Philadelphia Parks and Recreation Commission

Carol B. Rice, of Warrington Township, a retired deputy commissioner for Philadelphia Parks and Recreation, died on June 17 aged 80, writes Gary Miles for The Philadelphia Inquirer.

Rice was also a former member of the Philadelphia Parks and Recreation Commission, a member of the Warrington Township Park and Recreation Board, and an ardent community advocate.

“She leaves behind a beautiful and rare legacy represented by her family and friends who will celebrate all that she was in service and sisterhood,” said a friend.

The daughter of the prominent West Philadelphia community activist Charles Baker, Rice spent all of her career helping families rise from poverty and young people to get rewarding employment. She also ensured that two parks and recreation departments played vital roles in the lives of the people from their respective communities.

She considered scheduling bimonthly meetings with residents who expressed interest in getting involved with the park system as one of her most productive initiatives.

“We are recognized, and people want to give their opinion to us,” she said. “They know they have someone to listen to regarding their concerns.”
