Roosevelt Mall’s $70 Million Makeover is Reshaping Northeast Philadelphia Retail

Roosevelt Mall has anchored the corner of Cottman and the Boulevard for six decades. 

Now, the Northeast Philadelphia institution is getting the biggest makeover of its life, writes Erin McCarthy for The Philadelphia Inquirer

Brixmor Property Group is pouring more than $70 million into the 36-acre outdoor shopping center, transforming a utilitarian relic into something the neighborhood hasn’t really seen before.

That’s a modern community hub built for the way people actually live now.

The overhaul brings upgraded facades, pedestrian walkways, open-air plazas, and a curated tenant mix weighted toward food, fitness, grocery, and health care. 

Recent additions include LA Fitness, Oak Street Health, Raising Cane’s, Panda Express, Tous les Jours, Sprouts Farmers Market, and Wonder

A 37,000-square-foot building currently under construction will add Victoria’s Secret, Ulta, Shake Shack, and Cava.

What Brixmor is not doing, notably, is wiping the slate clean. 

The Roosevelt Mall name stays.

“It’s an iconic name,” said David Vender, Brixmor’s executive vice president for the north region. “People know it as a landmark.”

That instinct to preserve identity while rethinking purpose reflects a wider reckoning happening across American retail real estate. 

Ryan Guheen, Brixmor’s senior vice president of development, put it plainly to the Inquirer

“Historically, shopping centers were very utilitarian, and now they’re really becoming more community assets, so we’re really careful about our merchandising mix,” he said. 

For the Northeast, the stakes feel personal. 

Roosevelt Mall isn’t just a strip of storefronts. It’s a neighborhood fixture, and what happens there signals something about where the neighborhood itself is headed.
