The Newtown resident’s legacy as a judge in the Court of Common Pleas, assistant district attorney, lawyer, and community leader left a profound impact.

Appointed to the county bench in 1989 by Governor Robert P. Casey, Judge Rufe’s tenure was marked by significant rulings and initiatives. He played a pivotal role in Bucks County’s complex asbestos liability litigation in the 1990s and made landmark decisions on child support and land development cases.

A highlight of his career was the establishment of the Bucks County Drug Court in 2010, emphasizing rehabilitation over punishment.

Colleagues and friends remembered him as “humble, insightful and fair,” a testament to his balanced approach to justice.

His personal life was equally distinguished. Married to U.S. District Court Senior Judge Cynthia M. Rufe, they were a unique judicial pair in Pennsylvania’s history.

An avid fisherman and outdoorsman, Judge Rufe was also known for his contributions to community organizations and his dedication to family and public service.
